I would like to invite you to discover our political party named ITIYAyiti or Innovations of the Terroir by Itiyayists to Unify Haiti, formerly known as KÒTAKÒT, is a political party founded on January 12, 2022, as established by the legal framework outlined in the law dated January 16, 2014, which governs the constitution, operation, and financing of political parties and groupings. The name "KÒTAKÒT" translates to "Organized Everywhere to Uplift Haiti and Illuminate the Region." The party advocates a nationalist centrist ideology and is firmly committed to upholding the republican form of government and its democratic principles, while safeguarding public, individual, and collective freedoms as part of a comprehensive political, economic, and social democracy.


The ITIYAyiti headquarters is located at 27 Dormeus Street (entrance to Moleya) in Laplaine, West, Haiti. The presidential headquarters may be moved to a different site within the national territory as decided by the party congress.


ITIYAYITI envisions a future where Haiti stands as an independent nation and where Haitian youth receive the necessary support to nurture their talents, ensuring a bright future for generations to come. The mission of ITIYAYITI aligns with its foundational values, operating under the guiding principle of "Organized Everywhere to Uplift Haiti and Illuminate the Region."


The party is dedicated to preserving Haiti's identity as a cultural bastion of freedom and advocating for the fundamental rights of its citizens. This includes rights to food, water, education, housing, healthcare, security, leisure, and other rights highlighted in the Universal Declaration of Human Rights and the national constitution. ITIYAYITI is committed to being an active participant in political discourse and public administration by fielding candidates for free and fair elections. Additionally, the party aims to ensure that Haitians worldwide can exercise their civil, political, economic, social, and cultural rights in compliance with the laws of the Republic.

We have partnered with other organizations to engage the community in Haitian Creole month 2022.

ITIYAYITI seeks to unite Haitians around moral values that promote a democratic, sovereign, and fully developed society, where every citizen can achieve personal autonomy and freedom. The party also focuses on providing training on a variety of topics, aimed at rebuilding trust in Haitian political leaders. Areas covered include leadership, civics, entrepreneurship, culture, conflict management, inclusion, and social cohesion. Moreover, the party champions the promotion of education in Creole across all school levels, environmental protection, and the reduction of all forms of social inequality.


ITIYAYITI envisions a state governed solely by the rule of law, emphasizing good governance and respect for the sovereignty of the Haitian people. The party's logo features a right-hand writing over the map of Haiti, adorned with the colors of the national flag, along with six characters, a horizontal line, and a palm holding the independence cap. This inversion symbolizes the current challenges facing the nation and underscores ITIYAYITI's commitment to healing and revitalizing the country.


The logo holds significant meaning due to its distinctive design elements. The handwritten pencil represents the importance of education, while the figures embody the principles of inclusion and social cohesion. The child and youth figures illustrate a journey of transition, and the depicted line signifies a development pathway. The color red embodies courage, motivation, and victory, while the white lettering evokes peace, justice, and purity. The palm tree serves as a symbol of honor, and the map of Haiti highlights the country's central focus. The concept of Haitian autonomy shapes our vision, with KÒTAKÒT serving as our philosophical foundation.


Members of ITIYAYITI, known as Kotis, adhere to six core values collectively referred to as KEPVET: Creativity, Equity, Patriotism, Volunteerism, Integrity (Entegrite in Creole), and Transparency. The ongoing recruitment of new members is vital for the sustained existence of ITIYAYITI, with a particular emphasis on engaging the youth. Although the organization can be dissolved in line with legal regulations governing political parties or under established agreements, it remains open to all Haitians without discrimination, provided they share the ITIYAYITI's philosophy and adhere to its principles.

To become a member of ITIYAYITI, individuals must meet the following criteria: be at least 18 years old, possess no criminal record, hold a valid national identity document, and be of sound mind.


ITIYAYITI consists of three membership categories: Founders, Adherents, and Honorary Members. Founders are those who actively participated in the processes that led to the establishment of the first Congress, which founded the party. They voted and signed the bylaws and are regarded as active members due to their involvement in official decision-making.


Adherent members of ITIYAYITI are those individuals who join the party by submitting a request to the nearest town office, either on their own or as part of a group. While they may not take part in every ITIYAYITI activity, they still play a role in advancing the party's goals.


Honorary members consist of notables or legal entities that support ITIYAYITI with financial, moral, or material contributions. Though they stay informed about the party's initiatives, they are not required to engage in day-to-day operations. To obtain honorary membership, one must have the endorsement of a member from the State councils and the approval of two-thirds of the executive committee.


Members of ITIYAYITI receive a membership card that's valid for five years, and the ITIYAYITI office sets its cost. Membership grants rights, including the ability to express opinions during meetings with mutual respect, participate in discussions, vote, run for office, and nominate candidates for elective positions.


A member loses their rights within ITIYAYITI under several circumstances, such as voluntarily resigning, having civil or political rights removed by judicial authority, being expelled for serious misconduct (like theft, dishonesty, violence, or making false promises), suffering a loss of mental capacity, or passing away. Resignation can be submitted to the coordinating committee, and an acknowledgment of such resignation will be issued by the coordinating Secretariat, along with a receipt.

Once a member resigns from ITIYAYITI, they lose all rights and privileges immediately upon submitting their resignation. Additionally, any member who misses three consecutive general assembly meetings without providing valid justification will be considered to have resigned from the organization. Members resigning must maintain the confidentiality of all internal information and respect the party's administrative secrets. They are also expected to return any materials or resources used during their membership. Failure to comply with these obligations may result in legal action being taken against the party.


The board of directors of ITIYAYITI has the power to suspend any member who violates the bylaws, manifesto, or internal regulations of the party; causes significant harm through actions such as embezzlement, destruction, misuse of materials, or theft; refuses to adhere to decisions made at congresses or by leadership; or fails to meet their commitments to the party.


A member suspended from their duties has the right to challenge the decision under specific guidelines. They must submit a written appeal to the board of directors within 30 days of the suspension. After this period, the President will appoint an arbitrator to assist with the process. Following this period, the member will be removed from the official ITIYAYITI list. The arbitrator outlines the procedural framework and listens to both parties before making a decision, which will be issued within 15 days. If the suspension is upheld, the member can request a second appeal during a congress session, which will be addressed at an extraordinary assembly for a final decision. This entire appeal process must be completed within 60 days.


Only members who have formally resigned are eligible to apply for reinstatement in ITIYAYITI. To start this process, the individual must submit a formal letter to their nearest administrative office, which retains the discretion to accept or decline the application.

KÒTAKÒT POU AYITI OTONÒM

ITIYAYITI members are committed to fulfilling their responsibilities to the party, pledging, "I swear to execute my duties, to uphold and protect the rights of the ITIYAYITI political party, and to remain faithful to the Constitution of Haiti."


The Congress serves as the highest governing body of ITIYAYITI, comprising the party presidency, State councils, town coordination, and other active member administrations, such as ministries and embassies. The ITIYAYITI presidency acts as the executive branch, overseeing the implementation of decisions and resolutions made by the Congress, as well as executing the overall policy set forth by the Congress.


Members of the ITIYAYITI Presidency are elected at the National Congress for a term of two years, which can be renewed for an additional term. To encourage youth involvement in leadership roles, the presidency consists of twenty-one members representing the ten departments of Haiti, including one President, ten Vice-Presidents, one Secretary, one Deputy Secretary, one Treasurer, one Deputy Treasurer, one Legal Advisor, one Director of Communications, one Director of Intelligence and Agenda, one Director of Youth Proximity, one Director of Social Media, and one Director of Press and Mobilization. The President of ITIYAYITI is responsible for managing the budget, overseeing the activities of the presidency, and convening both ordinary and extraordinary congress sessions.


The President chairs the meetings of ITIYAYITI and acts as both the moral and physical leader of the organization. He is responsible for signing all necessary reports and documents, as well as preparing the agenda for ITIYAYITI meetings. If a national decision is not made, the executive President appoints a replacement; otherwise, the presidency elects a qualified member to take on this role.


Vice Presidents, who also serve as the party presidents at the State level, play a crucial role in establishing departmental councils and ensuring their effective operation. They oversee the activities of these councils, ensuring they align with the party's political objectives. Additionally, Vice Presidents handle the distribution of party resources and facilitate communication between the party presidency and various jurisdictions. Within their departments, they take on the responsibilities of the executive President.

The Secretary is tasked with several essential duties, including managing ITIYAYITI correspondence and documenting the minutes of the presidency meetings and the General Assembly, ensuring their validity with a signature. The Secretary also directs the training and education of ITIYAYITI members and ensures the organization's archives are safeguarded. Furthermore, the Secretary prepares an annual training plan for members and validates departmental activity budgets. Oversight of accounting operations, including fund management, requisitions, and purchases, is part of the Secretary's responsibilities, along with managing the Secretariat, reception, and overall party administration.


In the Secretary's absence, the Deputy Secretary automatically takes over their duties and carries out tasks as assigned by either the Secretary or the President. This includes supervising marketing activities, managing social media, and handling press relations. The Deputy Secretary is also responsible for identifying, profiling, and developing a database of partner institutions, such as schools, associations, international organizations, research centers, and universities.


The General Treasurer is responsible for managing all ITIYAYITI assets and overseeing the financial matters related to the organization's funds. This role involves executing expenditures under the supervision of the President and the Secretary, signing checks on behalf of ITIYAYITI alongside them, and presenting the financial report to Congress. The Treasurer prepares both the operating and investment budget and may designate a specialist to assist with managing financial issues, particularly for complex projects.


If the General Treasurer is unavailable, the Deputy Treasurer assumes their responsibilities and acts at the request of the Treasurer or the President. This includes assisting the Treasurer in securing financial resources for ITIYAYITI by organizing events, engaging in fundraising activities with various business sectors, negotiating with suppliers for necessary materials or services, and planning fundraising tours targeted at the diaspora.


The Legal Advisor manages all legal matters related to the party, including obtaining necessary electoral documentation for submission to the Permanent Electoral Council (CEP) and ensuring the acceptance of the party's candidates. This individual defends ITIYAYITI against manipulations by opposing parties during elections, analyzes electoral laws, and continuously advocates for the rights of ITIYAYITI. The Legal Advisor also keeps the party updated on all decisions made within, with the President having the authority to delegate representation mandates on behalf of ITIYAYITI when needed.

Communications Director: Branding Strategy for ITIYAYITI


The Communications Director plays a crucial role in shaping ITIYAYITI's image through various strategic initiatives designed to boost brand visibility and engagement. Key responsibilities include:


- Implementing mass communication strategies by crafting targeted posts and articles that positively showcase ITIYAYITI to reach a wider audience.

- Coordinating television ads and overseeing the design and placement of billboards.

- Developing a comprehensive press archive to document all media references related to ITIYAYITI.

- Creating promotional materials, which include branded items like t-shirts, hats, and pencils, as well as designing posters and banners.

- Ensuring that all ITIYAYITI activities and events receive proper press coverage.

- Launching dedicated social media accounts (such as Facebook and WhatsApp) for each town to share daily positive updates about ITIYAYITI.

- Assembling a volunteer team to distribute promotional flyers in retail locations nationwide.

- Partnering with telecommunications companies to conduct robocalls.

- Engaging youth through a Social Media Committee.

- Organizing ITIYAYITI conferences in schools and community organizations.

- Publishing articles in official newspapers and producing a documentary on ITIYAYITI.

- Creating radio and television advertisements to enhance public awareness.


Director of Intelligence and Agenda: Security Management for ITIYAYITI


The Director of Intelligence and Agenda is responsible for overseeing all security aspects for ITIYAYITI. This role includes:


- Maintaining relationships with law enforcement agencies and the supervisory commissioner of ITIYAYITI as needed.

- Coordinating with the security officer of the CEP and working alongside electoral guards and police at polling locations to ensure safety.

- Strategically planning and creating agendas for ITIYAYITI activities, focusing on candidate travel, field visits, and media engagements.

- Managing logistics for ITIYAYITI candidates' events and facilitating invitations for candidates to address various organizations such as associations, churches, and schools.


Youth Proximity Director: Engagement with Young People


The Youth Proximity Director focuses on sparking interest in ITIYAYITI among young people. Key responsibilities include:


- Organizing events and meetings at ITIYAYITI headquarters for young professionals, university students, and graduates.

- Forming support groups for ITIYAYITI connected to the youth.

- Enhancing social media presence by sharing engaging content across platforms like Facebook, Twitter, Instagram, etc..

- Capturing images to enrich social media narratives and identifying relevant links to share.


The effectiveness of ITIYAYITI's social media promotion is heavily reliant on the strategic skills of the Social Media Director, who will also be responsible for:


- Coordinating dinners and visits with press representatives and media professionals.

- Organizing meetings with opinion leaders to build relationships and discuss ITIYAYITI initiatives.

- Developing clear press points for each media engagement and securing supportive articles for publication on social networks and in newspapers.

- Identifying community leaders to serve as area representatives and organizing logistics for candidate events.

- Creating a detailed database of potential supporters, including their contact information.

State Councils and Technical Bodies


State Councils will be organized with at least three members: a Coordinator, a Secretary, and a Treasurer. Once established, the vice presidents will ensure that the executive committee's directives are followed. Each council must include at least one member from each commune or two members of different genders to promote inclusivity and diversity. National vice presidents will oversee departmental councils, while departmental coordinators will lead local committees.


Local coordinations will consist of representatives from each town section and the city representatives to guarantee diverse representation. After the first year, additional roles may be introduced within the departmental councils to nurture leadership development among members.

AROUND THE HAITIAN CONSTITUTION OF 1987 AMENDED IN 2012 - ME WILSON THELIMO LOUIS

Each ministry will comprise 12 members to ensure comprehensive representation and expertise in the various areas necessary for ITIYAYITI's success.


Members of ITIYAYITI ministries are allowed to reside globally. The Minister will select cabinet members in consultation with the party presidency, primarily based on their expertise and qualifications. Each ministry is required to submit a biannual report regarding its activities to the ITIYAYITI presidency. Collaboration between the ministries and social organizations is crucial for effectively implementing ITIYAYITI programs.


The Ministerial Council, comprising ministers from each ministry, serves as an advisory body to the presidency. The party presidency has the authority to revoke a minister's mandate. Furthermore, ministers are responsible for organizing ITIYAYITI presidency elections at congresses, under the guidance of the party's legal representative, who ensures that the electoral process is conducted with fairness.


Every executive committee member is tasked with nominating a distinguished individual for approval and forming a wise committee. Similarly, communes can establish their wise committees in accordance with the outlined procedures. The term for wise committee members is indefinite; however, their membership can be revoked by a simple majority vote from the guardianship administration during a convened meeting with the President.


The honorary committee plays a vital role in assisting ITIYAYITI with various developmental activities, which include fundraising initiatives such as socio-cultural events and training seminars that align with ITIYAYITI's mission. Funding sources comprise individual and institutional donations, contributions from members, sales of ITIYAYITI-branded merchandise, state support, and other legally permissible financial avenues as dictated by Haitian law.


Financial reports will be presented at a general meeting starting on October 1 of each fiscal year and concluding on September 30 of the following year. ITIYAYITI members are encouraged to make voluntary contributions. The Treasurer and coordinating Secretary will reach out to members to remind them of their contributions and address any concerns they may have. Members wishing to donate to the ITIYAYITI bank account can submit their deposit slips to a committee member for confirmation and registration. Donations can also be made through the party's website. It is important to note that ITIYAYITI does not offer any rewards in exchange for donations received.

ITIYAYITI's property, which includes furniture and real estate, cannot be sold or transferred without prior approval from the presidency. It is important to note that ITIYAYITI members are volunteers, receiving no monetary compensation for their efforts. However, they may earn bonuses in recognition of their contributions to the party's success. Members who provide services to the party are entitled to remuneration.


Individuals wishing to participate in national elections must submit a letter to the governing body of the jurisdiction where they plan to run. Candidates must also include an ITIYAYITI application and validation from active party members who back their candidacy, as designated by the party committee in their area. If multiple candidates are vying for a position within ITIYAYITI, selections will be made through primary elections.


ITIYAYITI reserves the right to form strategic alliances with other parties that share its ideology and principles or align with its advocacy efforts. The establishment of such partnerships will involve discussions between the ITIYAYITI presidency and representatives from administrative entities, which will be decided through either a referendum or a congress.


Additionally, ITIYAYITI may extend its collaboration to any governing body under certain conditions to enhance its contributions to the country. The Office of the Minister of Foreign Affairs and the ITIYAYITI presidency jointly appoint two international ambassadors, ensuring gender balance, to represent ITIYAYITI in the diaspora. These ambassadors, equipped with ITIYAYITI identification and a letter signed by the presidency, embody the authority and responsibilities of the ITIYAYITI presidency while operating internationally.


International ambassadors are responsible for managing ITIYAYITI's policies on a global scale, while national ambassadors represent the party within their respective countries or states. National ambassadors hold the authority to appoint consuls or community ambassadors to promote the party's programs effectively.

The ITIYAYITI presidency retains the power to revoke national ambassadors' mandates upon the request of international ambassadors. Conversely, international ambassadors can revoke the authority of consuls or community ambassadors at the behest of national ambassadors. Furthermore, Congress has the authority to rescind the mandate of any international ambassador. Executive committee members may also have their mandates revoked by Congress if they fail to fulfill their roles, as recommended by the President.


ITIYAYITI may be dissolved if there is no member available to maintain its presidency or if Congress votes with a unanimous majority (i.e., 100% of the votes) to cease all party activities. In such cases, the party's legal representative, serving as a permanent founding member, will create a commission to manage the liquidation of the party's assets, distributing them to organizations with a similar ideology under judicial oversight.


Proposals for amendments to these regulations may be submitted by a quorum of a town council through a State council, by a State council via an executive vice president, or by the Executive Committee. The proposing entity must present its rationale to Congress, and amendments will be enacted through a majority vote of 50% plus one.


For issues not explicitly addressed in these regulations, a town office can forward them to the State Council, which will resolve the matter within the year. Preliminary decisions made by the State councils will set precedents and be documented as internal rules until Congress reaches a final decision.


An extraordinary meeting can be called at the request of two-thirds (2/3) of the executive committee and directed by any member of the presidency. If a scheduled meeting or Congress is canceled due to a lack of a quorum, which requires two-thirds (2/3) of active members, all related planning will be automatically rescheduled for the eighth (8th) day following the original date. To cancel a meeting or Congress, a majority of absent active members must provide notice of their absence at least 48 hours in advance. Otherwise, the meeting or Congress will proceed, provided that a minimum of three (3) active members are present, including at least two (2) committee members.

Haiti's Ministry of Justice registered the KOTAKOT political party on December 26, 2022.
