Empowering the Haitian Community Through Creole Education and Leadership As a historic initiative in honor of Creole Month, I changed my name to Creole following my naturalization as a U.S. citizen on October 9, 2024. This name change reflects a personal transformation and my commitment to building renewed trust and confidence in leaders within the Haitian community. I aim to empower Haitian youth, strengthen faith in our Constitution, reinforce our institutions, and revitalize Haiti's economy. I firmly believe that achieving these objectives requires forming solid partnerships with other nations to pursue collective interests rather than succumbing to individual or narrow interests. This initiative aims to challenge the prevailing narratives promoted by individuals claiming to represent the Haitian community, both in the United States and Haiti. We find ourselves in critical election periods in the U.S., where approximately 2 million Haitians reside. Many traditional leaders encourage Haitians with American citizenship to vote; however, they often overlook the fundamental needs of our communities and the broader nation. These leaders frequently act impulsively, prioritizing personal gain while failing to create a lasting legacy for future generations. A crucial component of promoting the Creole language is understanding that supportive public policies are essential for administrative processes to facilitate meaningful progress. In my capstone project, I proposed establishing a council of ministers dedicated to discussing the implementation of Creole education. This council would be responsible for enacting a resolution that mandates all ministries to adopt Creole as the official administrative language of Haiti. Such a measure would establish immediate terms of engagement and create long-term solutions through the integration of Creole within national and international institutions. Moreover, I propose investing in the education of our intellectuals by teaching them to read and write in their native language. Equipping individuals with these essential skills can enhance both material production and cultural output for future generations. For this initiative to succeed, a strategic policy must be aimed at monetizing the Creole market, primarily by transforming and promoting local products. In a recent presentation, I advocated for establishing Creole as the primary language of instruction at all levels of education in Haiti. Implementing this change could significantly address the alarming statistic that 97% of Haitians do not enroll in university, exacerbated by the challenges posed by the French education system, as noted by former National Education Minister Nesmi Manniga in 2022. If our educational systems operate in a language that is most understandable to most Haitians, we will witness higher graduation rates and increased engagement in academic pursuits. A rise in graduates will open doors to more opportunities in universities, businesses, and creative industries, reducing the prevalence of illiteracy and inadequate education within our population. This positive progression would also be vital in diminishing juvenile delinquency, addressing environmental degradation, and ultimately cultivating a more educated and engaged citizenry. Furthermore, Haitians residing abroad will have better opportunities to pursue education and return to their homeland to contribute positively to their communities. Implementing Creole education in schools will help instruct other foreign languages, such as French, Spanish, and English, as supplementary subjects. However, I firmly maintain that teaching in our mother tongue is the most effective approach to overcoming the current crises facing Haiti, which include insecurity, kidnappings, famine, inadequate housing, and poor healthcare. Education is the foundation for building a resilient and thriving nation. The educational system should not serve as a barrier to success; it should function as a gateway that opens numerous opportunities. This framework would encourage nurturing individuals capable of critical thinking, practical information analysis, and exploring their potential across diverse fields and disciplines. With the freedom to educate themselves, individuals can gain recognition for their intellectual contributions based on creativity and knowledge in any study area. AUTOUR DE LA CONSTITUTION HAÏTIENNE DE 1987 AMENDÉE EN 2012 - ME WILSON THELIMO LOUIS
PRESIDENT Article 149: En cas de vacance de la Présidence de la République soit par démission, destitution, décès ou en cas d’incapacité physique ou mentale permanente dûment constatée, le Conseil des Ministres, sous la présidence du Premier Ministre, exerce le Pouvoir Exécutif jusqu’à l’élection d’un autre Président. Dans ce cas, le scrutin pour l’élection du nouveau Président de la République pour le temps qui reste à courir a lieu soixante (60) jours au moins et cent vingt (120) jours au plus après l’ouverture des vacances, conformément à la Constitution et à la loi électorale. Dans le cas où la vacance se produit à partir de la quatrième année du mandat présidentiel, l’Assemblée Nationale se réunit d’office dans les soixante (60) jours qui suivent la vacance pour élire un nouveau Président Provisoire de la République pour le temps qui reste à courir. Premier Ministre: Article 158 et suivant: Le Premier Ministre en accord avec le Président choisit les membres de son Cabinet ministériel et se présente devant le Parlement afin d’obtenir un vote de confiance sur sa déclaration de politique générale. Le vote a lieu au scrutin public et à la majorité absolue de chacune des deux (2) Chambres. Dans le cas d’un vote de non confiance par l’une des deux (2) Chambres, la procédure recommence. Cour de Cassation Article 173:Le pouvoir judiciaire est exercé par une Cour de Cassation, les Cours d’Appel, les tribunaux de première instance, les tribunaux de paix et les tribunaux spéciaux dont le nombre, la composition, l’organisation, le fonctionnement et la juridiction sont fixés par la loi. Article 185:Le Sénat peut s’ériger en Haute Cour de Justice. Les travaux de cette Cour sont dirigés par le Président du Sénat assisté du Président et du Vice-président de la Cour de Cassation comme Vice-président et Secrétaire, respectivement, sauf si des juges de la Cour de Cassation ou des Officiers du Ministère Public près cette Cour sont impliqués dans l’accusation, auquel cas, le Président du Sénat se fera assister de deux (2) Sénateurs dont l’un sera désigné par l’inculpé et les Sénateurs susvisés n’ont voix délibérative. Article 284-2: L’amendement obtenu ne peut entrer en vigueur qu’après l’installation du prochain Président élu. En aucun cas, le Président sous le gouvernement de qui l’amendement a eu lieu ne peut bénéficier des avantages qui en découlent. Article 284-3: Toute Consultation Populaire tendant à modifier la Constitution par voie de Référendum est formellement interdite. Le commandant en chef des Forces Armées d’Haïti Article 141:Le Président de la République, nomme après délibération en Conseil des Ministres, puis approbation du Sénat, le commandant en chef des Forces Armées d’Haïti, le commandant en chef de la Police Nationale, les Ambassadeurs et Consuls généraux et les conseils d’administration des organismes autonomes. Article 143:Le Président de la République est le Chef nominal des Forces Armées, il ne les commande jamais en personne. Article 145:Il veille à l’exécution des décisions judiciaires, conformément à la loi. Nous pouvons aussi débattre sur la promotion de la jeunesse, l’inclusion et la cohésion sociale en Haïti, que je crois, entant que jeune, est de mon devoir de jeter un coup d’oeil sur LA QUALITÉ DU CITOYEN traitant la Constitution dans: L’article 16: Disant, La jouissance, l’exercice des droits civils et politiques constituent la qualité du citoyen.” L’articles 16-2: l’âge de la majorité est fixé à dix-huit (18) ans. L’Article 17: Les Haïtiens sans distinction de sexe et d’état civil, âgé de dix-huit (18) ans accomplis, peuvent exercer leurs droits civils et politiques s’ils réunissent les autres conditions prévues par la Constitution et par la loi. Je suggère la mise en application de ces articles à tous les niveaux des fonctions publiques, où les jeunes peuvent être votés et élus afin que les nouvelles générations des dirigeants haïtiens commencent à exercer leur leadership politique commençant à 18 ans, si la loi est une pour tous, comme prédit dans la déclaration universelle des droits de l’homme dans son article 1er, et l’article 18 de notre Constitution stipulant “Les Haïtiens sont égaux devant la loi. L’art. 268 fait obligation pour servir militairement à 18 ans. Clinton School of Public Service: Wilson Thelimo Louis earned his Master of Public Service degree.
CLINTON SCHOOL OF PUBLIC SERVICE 2023 COMMENCEMENT CEREMONY. I was born in Anse Hainault, Grand Anse department, on July 3, 1986, and grew up in Ile-a-Vache and Les Cayes, south of Haiti. I am a poet and developed a passion for social activism and community voluntarism during childhood. I have degrees in communication, Law, and legal sciences from the State University of Haiti and ran for Congress in 2015. Due to my political affiliation, I was targeted for my propensity to speak out against youth mistreatment, inclusion, and social cohesion. Coming to the United States in August 2016, I gained the motivation I once had and want to educate myself better to benefit others. I know I can reach my goals as a public servant and committed individual. Most importantly, I have a great passion for education and believe that all is possible through it. I am always eager to learn new skills. In addition to taking English classes at Stevens Academy and the Hyde Park Library in Boston, I earned a nursing assistant certification at K&K in Brocton to test my English understanding. Then, I went on to study paralegal studies at Boston University. As part of my studies, I took a filmmaking and video production certificate at the Community Supported Film (CSFilm) in Roxbury and Tax Professional training at H&R Block. I also studied real estate at Freedom Trail Realty School, human service at Goodwill, and court interpretation at Language Connection in Boston. I further my studies by obtaining a master's in Public Service at the University of Arkansas Clinton School of Public Service. I am a co-founder and the chairman of ITIAHaiti, a 501c3 literary, socio-educational, and cultural organization operating in the United States and Haiti. Additionally, I own THELIMO Services, where I work as a Haitian Creole editor, English and French translator, notary public, book publisher, photographer, etc. I volunteered at Catholic Charities in Boston, Volunteering for the Development of Haiti, Alliance Française of Les Cayes, Haitian Red Cross, Health and Information Program (PSI-Haiti); UNICEF, and for the National Advocacy Organization for Individuals Living with Handicap in Haiti. I am a founding member of the Haiti National Network of Young Volunteers (RNJV-Haiti); and the Executive Director of the Haiti Institute of Technical and Professional Training. In addition to these activities, I advocated for human rights with "l'Amicale des Juristes" and hosted radio and TV programs in Haiti and the US. I am a co-founder and the president of a political party called "KÒTAKÒT" (Stand Together/ Side by Side). It is located on the grounds of the Clinton Presidential Center in Little Rock. The school is housed in the Choctaw Route Station, a former Chicago, Rock Island and Pacific Railroad station built in 1899. Former Senator and Governor David Pryor was named as the school's first dean. He stepped down from his position as dean in February 2006 but retained the title and active position of Founding Dean. Skip Rutherford was appointed to succeed David Pryor and was named dean on April 12, 2006, and served until June 30, 2021. University of Arkansas System President Dr. Donald R. Bobbitt announced his recommendation of Dr. Victoria M. DeFrancesco Soto as the school's next dean on September 7, 2021. Master of Public Service Program The Clinton School is a graduate school offering its students a Master of Public Service degree. The program is described as a "two-year graduate program with a 'real world' curriculum."[1] The mission of the school is "to educate and prepare individuals for public service, incorporating a strategic vision, an authentic voice, and a commitment to the common good." The program is unique within the presidential schools for its emphasis on practical courses, which include a practicum, summer internship, and capstone project. The school is further unique for its emphasis on leadership for social change, preparing students to become leaders in the public, private, and non-profit sectors, as well as its emphasis on creating bridges among those sectors.
